1999-2000
The raging success of the four previous seasons leads us to the biggest and best year yet. We wish to welcome back the returning franchises and also extend an invitation to new owners. This year’s draft will be held Sunday August 22, 1999 1:00pm at the home of Mike and Kathe Nastav. Please bring your own materials necessary to draft a winning team. There will be a league roster provided for the draft, arranged alphabetically by position.
As we have in the past, we will be adding some new wrinkles into this years’ league. We hope to continue to get stronger each and every year. The biggest change will be in modifying the scoring of special teams. Additionally, individuals will be credited for points scored during special teams. The other changes to scoring will be to tame down the WR points, include receiving yardage for RB, and to weigh the DEF more for yardage and less on points. These scoring changes will be described in more detail in the enclosed pages.
The commissioners have learned over the years that there will always be disputes over scoring and line-ups. For that reason, the following rule is strictly enforced : The commissioner will have the final say on everything. To help reduce the frustration which goes along with running the league, the tasks have been divided up this year.

The attached pages will answer most of your questions about league rules, scoring, procedures, schedules, playoffs, and contact information of your fellow owners. At the time of this printing, the final number of teams is uncertain (as usual). We expect to have 18 teams and will keep the 3 conferences the same as in years past.
The Draft
The draft will proceed with one minute allowed for each team to make a selection. Each team will be allowed one extension they can yse at any time to extend their selection time by 1 minute. A selection may be made from any position player, Team defense, or special teams. The draft order will reverse after each round.
Breaks will be provided periodically and each team will be allowed one "time-out" or additional minute to make a selection, to be taken any round where you might want addition time to think it over.
Roster
Each roster will have 16 positions.
There is no limit to how many players of each position are allowed on any roster.
An individual takes up one position on the roster, regardless of how many positions he actually plays.
Tight ends count the same as wide receivers.
Line-up
Starting line-ups may be submitted any time before the first NFL game of the week.
It is preferred that line-ups be submitted electronically (E-mail or Form on Web page). Fax and voice are acceptable methods, but are subject to the whim of the commissioner. Phone calls will not be accepted after 9pm Friday.
If no starting line-up is submitted, the previous week’s will be used automatically.

Trades
The trading deadline will be week 12. There will be no roster changes after the first NFL game week 12.
Trades will cost $2.00 per player involved.
Free agents can be picked up for $4.00.
Free agents are available on a first-come first-served basis. E-mail which is time stamped will be acceptable.
Finances
The team franchise fee is $20.00, payable on draft day.
Monies due from trades can be paid anytime before the trading deadline.

The prize payout depends on the number of teams and trades, but will be something like -
Cash will be awarded to the champion, Second place, and each division title.
The remaining money will finance the super bowl party, league software, trophies, and other awards.
There will be no money carryover.
Make sure to be at the superbolw party!
Schedule
The individual schedules will be determined after draft day.
The overall record will determine playoff teams.
The division winners and three wild card teams advance to the playoffs.
The wild card teams will be determined by overall record, regardless of division.
The head-head record will be used for the tiebreaker, followed by division wins and total points.
The first round of the playoffs will be NFL week 15.
The second round will be NFL week 16.
The Beer Bowl will be held week 17.
Weekly Results
The scoring will be kept on computer. It is the responsibility of each team owner to verify his and his opponents scores. Corrections will only be made for one week. The NFL occasionally changes the official scores, and this will be noted in the following week’s results.
NFL data will be downloaded Tuesday evening, and results shall be posted Wednesday.
The results will be posted on the Internet for all the world to see. If you do not have access to the Internet, contact the commish to make alternate arrangements.
Scoring
The concept is pretty simple - If you score more than your opponent that week, you win.
The home team wins ties.
The weighting of the positions will look something like the graph below.
Note : These percentages were calculated using the entire year 1997 statistics and 1999 scoring rules. Actual percentages for 1998-99 will vary.
